Neither at the moment, in my opinion. I think it's a balance that can be tipped either way, and is currently resting at a decent amount of moderation.

It depends on the setting. I see panhandlers daily when I'm in midtown Atlanta. Some are easygoing about, some have a running gag where they don't even lie about what they're going to do with it, holding a sign saying "Why lie? I need a beer." Sitting at a traffic light, I generally see them get more charity than the sob stories.
