I doubt anyone talked to anyone and heard anything directly. At best there was some overhearing as is always the case in a high-profile medical case. Could be that someone heard "hip dislocation and we need to check to ensure there is no posterior fracture" but did not register all of it. Still could be HIPPA if it was a nurse or anyone else who is covered by it but I doubt anyone prosecutes a doctor for speaking to another doctor in a fast moving case without confirming everyone in earshot is covered by the NDA.

HIPPA does not require an NDA. Doctors will talk with other doctors or health professionals when reviewing a case. All are bound by the HIPPA laws to keep the information confidential.

It’s routine doing this. They’re trying to get him the best to make sure he makes a full recovery and thinking from a football stand point.

I had four doctors during my surgery and recovery when I dislocated my hip and I wasn’t an elite athlete trying to make a recovery to play professional football.
 
Now a lost earnings policy, that I think the family would have to pay for out of their own pockets.
There are a few ways this can be paid for like the one you've mentioned. The NCAA's Student Assistance Fund can be used as well as a loan against future earnings. That's assuming the SEC policies allow the latter two which I'm pretty sure they do.

I can't speak to is how they handle the tax implications. I believe the only "advice" the NCAA applies in this is a suggestion players should be in the top 10 before consideration.
