@It Takes Eleven You may know this. If their counsel has the NOA, does the FOIR have any "power?" If their law firm is out of state, wouldn't that be a different FOIR?

It's one of those things I don't know off the top of my head and don't want to get into looking for it this morning. It's not like this story is going away anytime soon.

FOIA can be enforced in the court system and through administrative appeals. I think it's a stall tactic.
