In 2013 they changed the rules defining blocks and charging. And again in the '23-'24 season they decided to redefine what it is again. The language is a little murky, at best. Notice the use of "position" and no references to "feet being set."
To me this reads like that was a charging foul. How many steps did he take before the last foot was "planted."
A defender now must be in position at the time the offensive player plants a foot to go airborne for a shot. If the defender arrives after the player has planted, officials have been instructed to call a block when thereās contact. Secondary defenders also have to be outside the restricted arc to draw a charge.
