It's simple, and yet I dont really get it either.

If you're not playing you don't wear the jackets, right? OK, get more jackets seems logical.

I agree with you there. It is a dumbass rule when there is so much more stupid shit you could make rules on. In my opinion, both were in the wrong to do or to enforce AT THAT TIME! Wrong place wrong time.
