All academy schools run code red to a point. Even at bootcamp and out in the Fleet we had "code reds" when Marines were not up to par. It is needed in the military to keep people up to speed and not getting other hurt. Does it come from the top maybe/maybe not but if the NCO's or lower ranks don't do it, your unit will not be strong. Good to police your own.

Code Red for hazing? They weren't building soldiers, they were hazing the newbies.
