We have them in various places during the spring and summer here in Ohio. Usually, a bridge is being replaced.

I've wondered how much those guys get paid: the ones that flip the signs from go to stop? Eight hours, standing in one place, flipping a sign? I can only think "it's state retirement."

Most all of those are “term guys” or contracted labor….they are not actually employed by the state
