See, that's how I saw it as well.

Perhaps I'm missing what John is saying here. Actually, I have to be missing it.

A walk-on doesn't count against the 85 when he sees the field. An invited walk-on does. They don't count against the 85 until they see the field.

So, considering they do have a bearing on numbers, what's he saying here?
