So if he played two years at GVS, then one (or two) year(s) at Wisconsin, is he eligible for the NFL Draft? According to eligibility he’s only used one (two) years of eligibility where in the past he’d have to be three years into his college tenure to be allowed into the NFL.

Yes, he would. Two years at GVS and one at Wisconsin would meet the NFL requirement of "three years out of high school."
