Until they figure out how to get a stadium back on campus or at least reasonable walking distance from campus, it won't change.
They are a private university with an undergraduate student body below the D1 average competing in a large pro sports market filled with lots of tourists and snow birds. Add in that their football relevance is relatively short in college football history and they haven't been to a major bowl in over a decade, I'd say that is a tall order to create conditions for sustained fan support.
I had read that David Beckham was talking with the university about building a joint soccer/football stadium nearer to the U than sunlife stadium, but not sure what came from it.
