I think 'ignored' needs to replace 'missed.' Once too many times from my view.

I'd think criminal background checks are conducted yearly on school personnel. If not, why the hell not?

No, not usually. A superintendent can recommend to the BOE a 1,2 or 3 year contract for teachers or administrators. A teacher can still get a continuing contract but not a permanent certificate. I happen to be one of the few left that has a permanent teaching certificate, and a continuing contract. Usually, on retire/rehires, the contract is for 1 year.
