No, not usually. A superintendent can recommend to the BOE a 1,2 or 3 year contract for teachers or administrators. A teacher can still get a continuing contract but not a permanent certificate. I happen to be one of the few left that has a permanent teaching certificate, and a continuing contract. Usually, on retire/rehires, the contract is for 1 year.
