Allowing players to avoid the year in timeout is going to hurt those teams that are struggling even more. The NCAA needs to get their shite together and get their ballz out of their purse. In football or BB if you transfer then you're out for a year no matter what a fan might have said about you .

Hell of a question here. I haven't seen a set date. I assume part of it falls under the recruiting calendar and then there's the issue of it still being a zero-sum game. The late signing period ends on the 15th of May as I recall.
