Those are hills . That area is neat if you ever get a chance to visit, there is a huge canyon just a bit down the river from where @doemasters took that photo called Bighorn Canyon. Not sure if he has any photos of the canyon, really cool place. I was there probably 8 years ago on a boat in the reservoir and took some photos cell phone that don't do it justice at all.
Cell phone shot I took and the photo doesn't do it justice, it's a narrow canyon that's pretty deep as you can see. @doemasters if you every go back up to Fort Smith, drive over to the canyon, I'm sure you'll get some amazing photo's there from the top side with the sunset/clouds.
It's riprap. You see them along sections of the Yellowstone River as well.
Typically you'll see stone, concrete ripraps along the banks of rivers to help prevent the shorelines from being reshaped due to erosion, in parts of Montana for whatever reason they used old cars. Farmers being funny or just recycling junk would be my guess.
