If it wasn't a false start, then what do you call it? You can't flag the defensive linemen for reacting to movement by the offensive lineman.

If the offense makes a quick abrupt move that involves more then 2 players to make a new formation, that is considered and SIMULATING THE SNAP. Which is a DEAD BALL FALES START!
