Being a Tampa guy, i.e. close to this environment, I'd say yes.
USF does not have a home campus stadium, but playing on the Bucs field is unique enough that ther right salesman can make that work in his favor. USF is a large school, over 40,000 students, so there is potential for good support among active students...and think about the side of that alumni base from a football state.
From a recruiting stand point, there are more blue cip recruits within an hour drive of here than are in the entire state of Tennessee. Arenas and Cody come to mind...2 All Americans who were not offered by Florida's other big boy schools. Further, the conference's more loose academic standards work in USF's favor...right, Mike Ford? Lets not for get that the conference is both very winnable and a BCS invite.
I think Skip will do very well. If you consider what Levitt had to work with once he arrived, Skip should be able to do special things at USF...relative to Jim Levitt's achievemnts. IMHO.
