Special teams play (#2 DeAndrew White, #9 Amari Cooper) don't need to get another penalty for duplicate jersey numbers on the field at the same time.

Believe Foster had a #2 in High School, so would imagine coaches tried to give him the number he wanted, its just not working out.

That's why I was saying it's a good thing to have happen...you get guys progressing to the point you can't keep them off the field.

Exactly, he wasn't changing his number for the sake of changing it. He had to last year to get on the field.
