Several are indeed head scratchers, Louisville as you stated but I would add West Virginia and the Barn in that conversation.
Just at half of the 15 have a title this century which includes Auburn.

WVU has had a few big wins: UGA in the Sugar and a couple or three of top five wins. That's about all I can think of (which is more than Louisville.)
 
I would put Stanford in the same boat as Louisville. Had some good years, with an upset win or 2, but nothing of any kind of major run.

Syracuse is the biggest head scratcher to me. I know Washington won a 1/2 MNC in 1990, but have by and large been much of nothing since that point.

Syracuse was the 'Beast of the East" for many years. In December of 1952, according to the media, they were going to show those little boys from Alabama how to play football in the Orange Bowl. And yes, there was a media back then. No carrier pigeon remarks necessary. 61-6 Bama!
 
After relooking at the list closer I think only a handful fit the criteria:

Miami (only recent history but they were good during that period)
Texas
USC
Penn State
UF
FSU (during the Bowden years)

None of the rest would I put in the scary category ever. I waffled on the Viles but sorry can't give them credit for anything ever....
