No, Twitter is a social network that allows users to send and read other user's updates. It will send an update to everyone that is following when there is a new blog entry, a breaking Alabama news story, etc.

I've used Twitter, liked it, but have found myself practically glued to Stumbleupon...

There are a handful of different add-ons like these that really can refine your web-surfing for both work and play.
