okaaay i suppose i'll bite.
i just don't buy into this victimization mentality that "poaching" implies. if by poaching, you mean that PSU is being exploited by rival schools, i say so what. there are consequences for making bad hires, covering up scandals, and allowing hero worship to supplant the law and common decency. in the midst of this ordeal, the PSU players don't owe PSU a dang thing. (note: i reject the NCAA's sanctions as do most here, but that's a separate issue.) on the other hand, if by "poaching" you mean the PSU players are being exploited by "sleazy" coaches who are recruiting them, i would say it's arrogant for you to presume what is in the player's best interest. if a young adult wishes to escape the fallout of crimes committed by coaches and administration, then we ought to celebrate his opportunity instead of vilifying it. furthermore, let's not forget that all of PSU's players have already been through the recruiting process, so if anything they are better prepared now than they were before their PSU commitment.
i don't like the requirement that PSU players must first "declare" their interest to transfer before other schools can contact them, but maybe someone can educate me on this. i oppose this mandate because of not knowing its details, assuming any further details are required. for instance, does the NCAA specify who PSU players are to inform? is it a coach? is it someone else in communication with the coaching staff? is it a separate PSU official? will his declared interest remain confidential until the transfer is accepted? i ask because if a player's interest to transfer is made public but he never receives a desirable offer, i can see how easily that player could face subtle (and not so subtle) reprisals from teammates, coaches, or even crazy fans who might feel abandoned during a desperate situation like PSU's. i'm very critical of the unfair collateral damage included in the NCAA's disciplinary system, and at a time when more and more people are convinced that student-athletes are deserving of greater latitude and even compensation for the wealth they generate, i can't help but come to their defense when their attempts to improve their situation are criticized.
