That is how CNS coaches the DB’s. Not a fan of that particular coverage method but it has worked well for him for years.

I believe because he's the most explosive if he catches it and has room to run, but the issue is the catching and judgement before the returning. Gotta do those two things before you can return it. We'd be better off with a guy who can fair catch it.
