There is no selection process in the first two weeks. CBS has no contract. ESPN keeps what they want and leases the rights to CBS to whatever is left over. I suppose if CBS is willing to pay ESPN more than what ESPN is paying the SEC then ESPN would probably sell CBS any game they wanted.
I've never seen that broken down. Do you recall where you read the article? I'd like to see the details, length, etc.

I believe it was an espn.com article back when CBS lost the Open. Explained that ESPN owned the rights for the first two weeks and that CBS would lease those rights from ESPN for whatever games they televised.
