I would think they would vote in order of percentage.
You don't just get 1 vote for 1 person... Heisman votes ask the voter to list, in order, their top 3-5 (I think you can leave some blank, but have to name 3 in order?). Then they "score" the players using their 1st, 2nd, and 3rd place votes and whoever has the higher average, wins.
So yes, it is just 1 vote. But it still means more than a simple "he didn't get 1 vote out of 1000"
