Has officiating gotten that bad, or has it always been the same, only now the million different camera angles and cell phones catching everything?

That one was terrible. Closest player to offsides was about a yard behind the line. I think crap like this has happened in the past but I really think it is getting worse. It is almost like the refs at times know the replay is there and just rely on it to catch and fix their mistakes, but in a case like this it wasn't reviewable so it can't be caught and fixed. Good argument that every penalty should be reviewable.
