Miami being good only helps Bama as the ACC needs some parity in it's quality of football. They need more chances to drop games and not have as easy of a road as FSU and Clemson seem to have year in and year out... Win one or two big games and the rest are cake walks.

Richt has definitely been "southernized" after coaching under Bowden for so long and then at Georgia, but some might be surprised to know he's from the Boca area and played HS football there too. So it's not like he only played at Miami. He's a native South Floridian. His recruiting relationships throughout the Southeast will be a nice complement to the density of talent in South Florida. Could be a perfect recipe to awaken the sleeping giant down there.
Another thing: his biggest obstacle to success will be the Dolphins. The NFL owns every metropolitan market it resides in and keeps every college program within its periphery "in their place."

They could if they got creative, would cost them more to buyout houses, etc. San Diego put a baseball stadium downtown where there were businesses they had to push out. I lived a few blocks from there back in the day.

But you can't build in a swamp. If they started today, it would take about three years to build a stadium. Add to that the time for land acquisition, creating plans and getting funding and Richt won't be around when all is done.
Under Richt, UGA players typically played without discipline and hurt their team with their emotions, much like Miami players of the 80's. I don't expect the swagger to change, but hopefully his work in the background will improve the program.
