šŸ“” Legal experts say revised bill making its way through the Texas Legislature provides cover for Texas, Texas A&M and other schools from being punished

I had heard Arkansas did something very similar recently, but when I tried to find info on it, I couldn't. I wonder now if the person meant Texas instead of Arkansas because this sounds very similar to what was described... basically (supposedly) provided them legal cover from the NCAA.
 
Protection from what? NCAA sanctions?
ā€œAn athletic association, an athletic conference, or any other group or organization with authority over an intercollegiate athletic program at an institution to which this section applies may not enforce a contract term, a rule, a regulation, a standard, or any other requirement that prohibits the institution from participating in intercollegiate athletics or otherwise penalizes the institution or the institution ’s intercollegiate athletic program for performing, participating in, or allowing an activity required or authorized by this section.ā€
