two of the criteria they listed don't really fall on the punter:
number of punts and % of punts not returned.
if the head coach doesn't call for a punt, or if the offense is good at driving the field, then there's no reason to punt.
and if the returner decides to return the punt, even if he's stopped for a very short gain due to excellent kick coverage, then that isn't on the punter either (maybe indirectly due to height/distance of punt).
one of the others, % of punts downed inside the 20, is kind of misleading to me. if the punt goes through the end zone for a touchback, is that considered being downed inside the 20; seeing as how the ball is placed at the 20?
i know none of this matters since they didn't put him on the finalist list, but it's still a bs reason.
