A lot of teams are still paying guaranteed money to previous picks. It all impacts the salary cap. If he's picked in the third or fourth round, teams can afford him. Otherwise they'll need to do some trading to be able to afford him.
 
Same reason tons of unbelievable college players end up not being top draft picks, college success does not always equal NFL success. Especially at the QB position. I honestly havent really paid much attention to his draft stock but I'd venture to bet it has something to do with mechanics and consistency.
 
He's a lot like Mariotta, but a tick slower. He had talent to play and do well. If freaking Mike Glennon and Osweiler type guys play, Watson can play.

Here is the issue with Watson.. and by the way I think he will be a good qb for several years in the NFL. He reminds me of Robert Griffin III , Jamarcus Russell and Vince Young type of pick and I see why people would be leary. I think Watson is different because he seems like a full tilt winner to me but other people would say that was what Griffin and Young were like too.

I think guys in the top of the draft will be smart to go with d-line, CB's and lb's who they no will make a big impact and wait till round 2 to risk picking up a skinny mobile QB's not because of anything he has done wrong but just the history of that type of selection.

The quarterbacks you named were complete idiots though, and Griffin III was simply the beneficiary of a weak draft. He put up pedestrian numbers at Baylor when you look at the competition and results the team produced. Watson is a lot smarter than all of these guys and has shown the ability on more than a one year scale. The others had one year worth of numbers that made them draft picks. Russell has a cannon and threw the ball harder and farther than anyone I remember watching. Vince Young could scramble and with his size he looked enticing. Griffin III explained above. Watson is better than those guys and is the best quarterback in the draft. Sure, the media loves hyping battles and all of that, but Watson would run laps around the other quarterbacks.
 
Looking at the starting QB's in the league last year based on when they were drafted. There are 34 QB's below as both the Chicago Bears and LA Rams started two QB's over the course of the season.

Would be curious to map QB's drafted over the last 20 years, based on a minimum number of starts and see how it stacks up. In theory, the teams should be better at identifying and drafting talent over time. This would also show just how well the NFL can identify/draft/develop talent...granted there are alot of moving parts (Alex Smith can attest to that).

Round 1 = 18 (8 of these were #1 picks)
Round 2 = 5
Round 3 = 2
Round 4 = 3
Round 5 = 0
Round 6 = 2
Round 7 = 2
Undrafted = 2

Understand that one year doesn't paint the picture, but certainly suggests 1st round is optimal.

With the NFL draft in three weeks, let’s take a break from the ongoing mess in D.C. to discuss another ongoing mess in D.C.: Washington’s ongoing inability to evaluate the quarterback position. This year’s draft features the same philosophical dilemma that’s haunted the Redskins since 1994. Do you value the proven winner who delivered at every level and keeps making doubters look bad (Deshaun Watson), or do you value the high-ceiling guy with potential who hasn’t delivered nearly as much (Mitchell Trubisky)?

Lately, Watson has been climbing the boards, which makes me wonder if the NFL is finally figuring this stuff out. I believe in seven rules for evaluating a college quarterback; Watson clears all of those rules. (We’ll get to that.) But Washington’s checkered history tells us just as much about the perils of evaluating the position.
 
I would disagree that Watson is "a lot smarter" than RG3, Vince or Russell. He doesn't seem all that intelligent to me, based on hearing him talk and some of his actions. And I wonder if these folks that see him as a first rounder are looking at our game or the rest of the season. He put up his second most yards against us, and it wasn't really even close. Only game he had more rushing+passing yards was that Pitt game where they have 1 million possessions and he threw 72 times. He had some really rough games; Auburn, Troy, Louisville (had 3 INTs). Heck, he had 3 INTs in the Pitt game they lost, even though he threw for so many yards. Had 2 INTs at FSU that should have cost them the game. He lit us up, but he didn't play like that all year, And I'm not convinced he's the smartest tool in the shed. His recent actions in T-town help solidify my opinion there...

Some drafts have no franchise QB's, some have 1-2. I don't know who goes ahead of him, I'm just saying I don't think he's the sharpest tool in comments made by another poster that he's smarter than RG3, Vince and Jamarcus. He's a freak of an athlete, proved that twice against us. But like Kiper says, a lot of his hype comes from the 2 games against us. His games against us were two of the best games he had in his college career.

This QB draft class appears pretty bad. I say this class of QB's does not comprise the most valuable prospects in the draft. But that's just my opinion.
