Any idea if any of these are pure buyouts (get paid no matter what) versus pay over time (amount paid unless another program pays something and the difference is split)?

It’s not Cignetti but I saw an article saying that a clause in Rhule’s contract says the if Rhule or someone acting on his behalf (agent) has any contact with another team they must notify the AD immediately.

A name to watch for Penn State is Pat Fitzgerald. He’s going to be back coaching soon and that’s a job that would fit him well.
