Talking about Jimbo taking time outs on the other thread, the subject of bitching about penalties was brought up.

On aTm's last score the drive was kept alive by a horse-collar tackle by Anoma (#9).

Seeking clarification, because he actually tackled him by grabbing the jersey at the shoulder pad. Is this an "intent" rule where he kind of pulled him down from behind. I know this is a player safety issue and it looked like a traditional horse collar tackle, although it truly was not.
 
It's supposed to be a foul if it is the back of the shoulder pad. Rogers Redding even said that back in '17 that if a player is grabbed by the shoulder or jersey and pulled down within a couple of yards, then no foul has occurred. Total whiff by the officials Saturday.
 
It isn't reviewable and the rule has morphed to include basically any part of the rear portion of the jersey. At one point it was just the rear portion of the shoulder pads, then the back collar of the jersey but now as I understand it includes basically the whole back of the jersey.
