We sell systems to increase the cell phone capacity for Hotels, Convention Centers, venues that want to use the service for credit card transactions, etc. The University would have to purchase equipment and furnish bandwidth to accommodate that many users. The cost would be in the range of a half a million for that many users. What would they get from it? Not a lot of bandwidth per user. If they want to make fans happy then it is a great solution that I would love to present. They could charge each user a fee just like buying a Coke or hot dog. Still making it work would be a challenge because of all the different frequencies they would have to clear with the FCC and the massive amount of users they would have to design the system for. You can only have so many devices within a mile using the same frequency.
Google is working on a system that uses drones for temporary venues but it ain't here yet.
