That's the legal system, everything is appealed. I have no doubt they don't want anymore digging into their program, but their athletics program, mainly basketball continues to act snotty and better than everyone else as they do in Chapel Hill, even though their own players and assistants have admitted cheating and fake everything. I guess it just comes across as they're not sweating anything, which is maybe how you act innocent when actually guilty.
