The call on the field was correct by virtue of the two(1 and 3) highlighted areas below. Problem is that the un-highlighted area (2) is the only damn part of the rule that they will enforce.
What constitutes targeting?
- Targeting a defenseless opponent:
This involves forcible contact to the head or neck of a player who is unable to protect themselves, such as a receiver in the process of making a catch.
- Leading with the crown of the helmet:
A player intentionally making contact with the top, or crown, of their helmet on another player's head or neck area.
- Using the helmet, shoulder, hand, forearm, fist, or elbow:
Forcible contact to an opponent's head or neck area using any of these body parts.
