You cannot call a dead ball person foul penalty on the play if a flag is not thrown before the snap. The head referee has got to get in front of the QB if a penalty is called and it can’t be heard for the noise.

Dont believe there is a "going low" penalty in college but it wasnt flagged because no one could hear the whistle.
