USC Athletics Department, like all non-general funded units on campus, they can only spend what they taken in as revenue. So the answer to your important question is solely dependent on how much money HH can bring in this year.
Looking at the 2018 financial report (the just released 2019 report didn't break things out by units), USC Intercollegiate Athletics had revenues of $100,496,000 and expenses of $100,469,000.
A little over $11 million of that revenue was designated for specific things, so it's really just $88 million that the Athletic Department can move around, and the biggest share of expenses in the Athletic Department is the funding of scholarships.
USC has 678 student-athletes, if one assumes all are on full scholarships (which many are not), with tuition being $57,256, that over $38 million right there... however looking at a college fact website they give more insight into USC athletic finances - keeping in mind that their numbers are also from a few years ago...
