That depends. If it was our guy hitting the punter, it's roughing, targeting, holding, pass interference, illegal substitution, false start and delay of game. If it's our guy punting the ball, it's Illegal touching, Ineligible receiver, Illegal forward pass, 2 players with the same number, and intentional grounding. :p

That’s exactly what I thought. We always practiced hammering the punter mishandled the snap when I coached. I thought there may have been another rule change for safety. Yes, pure sarcasm.
 
I've always believed that the punter is fair game. Whether you tackle or hit him before he kicks the ball or if he does get his foot on the ball, then you have to touch or block the punt. As yall have stated already, if he fumbles the snap or it's a bad snap over his head for instance, he is fair game either way.
