How do you "fill the outer chamber" without filling the whole thing?

Fill the outer chamber with warm water, lift up the inner cylinder and squeeze out the cubes into the bucket. Then, just refill and freeze again for another batch of ice cubes.
The cylinder that goes on the inside prevents that. With the cylinder in, there are small channels that allow the water to fill in all the "cubes" like the on the top of old ice trays. If you look closely once the video stops you can see them.
