The PAC12's problem isn't a PR issues it is a societal problem in that those people don't give a shit about football anymore

It’s an everything issue. Some of the teams are better than perceived (PR issue). They serve TV markets that are three hours behind requiring a 9 a.m. kickoff to get visibility on the East Coast (Marketing issue). Their presence in the CFP has been less than minimal (Product issue). Their struggle with COVID-19 was a disaster causing games with zero fans or requiring teams to relocate out of state to play games (Operations issue). And that’s just football.

The attendance for the PAC12 CG speaks volumes over the past 5 years (forget 2020).
 
Quick google on Larry Scotts salary-

"He is currently the highest paid conference commissioner at $5.4 million for 2019-20, according to USA Today".

Another link said this " Scott also received a salary reduction of 12%, going from $5.3 million to $4.66 million for the next year. "
