"The NCAA Football Rules Committee proposed several rule changes on Wednesday, including this one: To require teams to have either their jersey or pants contrast in color to the playing field.

The Mountain West did not allow Boise State to wear its traditional all-blue uniforms at home during conference games the last two seasons. The Broncos did wear them for non-conference games at home.

As part of their agreement to remain in the league, the Broncos would have been allowed to wear all-blue at home for conference games. How important was it to Boise State? It was written into the contract.

The NCAA rule change would ban them from wearing all blue for league or non-league games.

The biggest rule change (outside of Boise, of course) was to stiffen penalties for targeting defenseless players. A penalty for contacting a defenseless player above the shoulders will be 15 yards and automatic ejection.

Other proposed rule changes:
• To add a 10-second runoff with less than a minute remaining in either half when the sole reason for the clock to stop is an injury.
•To establish three seconds as the minimum amount of time required to be on the game clock in order to spike the ball to stop the clock. If one or two seconds remain on the clock, there is only time for the offense to run one more play.
• To require a player that changes numbers during the game to report this to the referee, who will announce this.
• To only allow one player number to be worn by the same team and participate at the same position (e.g., two quarterbacks on the same team are not allowed to have the same number).
• To allow the use of electronic communication by the on-field officiating crew after successful experimentation by the Southeastern Conference. This is not a required piece of equipment but will allow officiating crews to use this tool.
• To allow the Big 12 Conference to experiment with using an eighth official on the field in conference games. This official would be placed in the backfield opposite the referee.
• To allow instant replay to adjust the clock at the end of each quarter. Previously this provision was only in place for the end of each half."
 
I hate the defenseless player rule, if he don't want to get for running across the middle don't do it

I do agree for a defensive player not to launch themselves into a player but the way people duck into the tackles these days the refs have a hard time deciding which is a legal hit at time

on quaterbacks i would to see them get treated the same as any other player once they leave the pocket
 
The defenseless player rule is going to cause a lot of heartburn. I don't like it at all as in reality it's entirely up to a specific set of circumstances that would need occur in sequence in order for there to be a determination if it was intended as harm or just good physical play.
 
I still hate the "taunting into the endzone" penalty....If you over do it, yes take away the TD..But if you're just extending the ball, b.s....

Also the over the top penalty when players are just trying to block a punt....
 
One rule I'd like to see changed is the "breaking the plane of the goal line." I'd like for the ball carrier to land / step / fall into the endzone with the ball in his hands across the line where there's no doubt he scored. I've hated that rule ever since Bo supposedly broke the plane but landed on his ass on the 3 yard line to "score" the winning TD against us. I hate that rule. And I know we've benefited from it as much as almost anyone but still....
 
As long as you're making rules how about one that say your damn turf has to be GREEN

As well as a rule about this atrocity of a basketball court.

Good, Boise shouldn't be able to have a blue field. I don't care much for a circus act in college football.

All the other rules seem fine...I'm not sure on the defenseless rule though. I'm willing to bet there will be a problem with it though, just hope it doesn't decide a game.
