A few years back the NCAA changed the rule so that within the confines of the thirteen overall limit you can sign unlimited players each year. I think something that happened with Baylor that resulted in dropping the five signees per year rule. As I understand it, they are at the limit of 13 for next season.

It sounds like they expect two at least of their current players to transfer, putting them at 11.
It sounds like they will be able to keep all four of their recruits, in what is supposed to be an excellent class. That would be contingent on them signing an LOI or a financial aid agreement prior to thee date of the decision.
Assuming they only lose two of their current players to transfers, they would have 11 next year, and with no further attrition, nine the following year, and only be able to sign one. It would be like a football team being forced to reduce and stay at 65 scholarships. 'Cuse will have little room for recruiting mistakes, and injuries could be devastating.
