He has his card in Australia's PGA circuit: won a few tourney's and qualified for The Open a few times.

As long as it doesn't leave the tee box you can play it any way you'd like; off the ground as it lies or re-teeing without penality. You'd be hitting two off the tee if you chose to do so.
