My guess is...it wouldn't go to anyone.
Just my guess, obviously.

I say that b/c even though Reggie would get the Heisman taken away...he still had the most votes that year. So, even though he loses the Heisman, his ability still got him the most votes.

If the people who vote thought someone was better than Reggie...someone else would have won.

Having said that, he's basically the winner...without a trophy, if that makes sense?

I don't think it would go to anyone, if this came to pass. Giving the Heisman to the man who came in 2nd place, isn't fair to that person...etc.

Tarnished reputation I would definitely agree with.

And yes, a lot of people would probably think a tarnished career as well.
