I'd think that would be a club rule; have to ask.
There's a new rule out that covers "plugged/embedded" when it breaks a certain percentage of the ground itself. There are caveats from club to club.
That's plugged...pretty sure the rule reads take relief backwards on the ball flight path with a drop. It was a 2018-2019 rule change extending to the general course itself.
Honestly, that doesn't look at saturated. Hell, even looks like it might be a horribly topped ball on an elevated tee. It's weird.
