It’s clear that… the Flying Monkeys believe they can manipulate a hapless President to achieve their personal political agendas and not have them blow up in their faces.

… Given the structure of D.C. for so long, Presidents, at best have been allowed to lead the squadrons of Flying Monkeys but they don’t actually set policy.

It isn't no law enforcement. There is a model one group has been pushing called the community policing model (DOJ pdf on the subject https://cops.usdoj.gov/RIC/Publications/cops-p157-pub.pdf) There will still be police but they are more answerable to the local community than to their Chief and union. Of course the devil is in the detail as with any big change like this.
