As long as the Home team agrees to it. If the home team doesn't agree, and they still wear them, they will lose 1 time out per half I believe.

i thought it was a timeout also...seems like i remember during last years usc-ucla one of the coaches calling a timeout so they would have same amount

I saw it on the news yesterday evening. They said if they wore orange, then they would have to take a 15 yard penalty.
