Here's what I was thinking of.
In 2001, Texas lost to Colorado in the Big12 Championship.
Nebraska, who came in 2nd in the Big12 north and there for did not play in the Big12 Champ game, went to the BCS Championship game (Rose Bowl)and Lost to Miami.

I wasn't trying to say one of them won the NC and didn't play in the conference championship game, just that they PLAYED for the NC.

Correct. Nebraska played in the BCS championship game and they didn't win their division or conference. It's possible, just never happens.
 
BCS eligibility rules provide for TWO non-champions from the same conference to play in the BCSNCG. It is the ONLY way that a conference can have three BCS teams. Don't see where they would have a problem with one if they have a provision for two.

"No more than two teams from a conference may be selected, regardless of whether they are automatic qualifiers or at-large selections, unless two non-champions from the same conference are ranked No. 1 and No. 2 in the final BCS Standings."
