If I'm not mistaken that was approved in the winter of 2018. I know there was a vote/legislation introduced at the time but I don't recall if it was approved and if so when it started. The legislation was introduced to the P5 conference committee and as I recall they expected the lower conferences to adjust their schedules.

I'm thinking there was an article published by the NCAA about two years ago covering this motion. I do remember people around the web talking about the proposal.
