I was unaware that this was something that was being proposed.
In short, this resolution would mean that athletes can speak to agents about the potential of being drafted (what their future earnings could be for example) with no punishment coming as long as they dont enter into a contract with the agent. The player could even try out for pro teams and potentially even be drafted without losing eligibility, as long as a contract isn't agreed to. Other sports already have this (baseball for example). The "final version" of this resolution was brought up at the NCAA Convention in Orlando in January and it looks like they will vote on it next year.
