So if these guys (not just Bama) enroll for the summer sessions around the SEC (others as well) then decide they made a mistake (for whatever reason) then they can pack the suitcase and transfer to another school and play this season?

In theory, yes. The SEC hasn’t announced the approval of within-the-SEC-transfer allowance but a player could transfer to a school outside the SEC. If so, that player is now behind other players at the new school in learning the new system. They’ve almost guaranteed a redshirt year.
