By any stretch, the fine is excessive. The ticket, though, is for entering woods without a permit while proclamation is in effect. There are places in the United States that require backcountry permits, and you'll get fined without one. The permits are there to limit impact and to held search and rescue if someone goes missing.

Still waiting to snag a permit for The Enchantments and Grand Teton Loop. It's easier to get Masters tickets than an overnight for The Enchantments.
