Leaving it up to states is bad idea. Student can't read because they won't read. Simple as that.

1965 states started doing what the federal government mandated to get subsidies. Imo states absolutely should run their own education system as it's just become another way for the federal government to control something else they have no business meddling in. What does our federal government run successfully that would indicate they should run anything?
